I echo the sincere words of appreciation to Madam Takaichi, the Prime Minister of Japan for the excellent organization of the first “Central Asia Plus Japan” Summit and the warm hospitality in the beautiful and vibrant Tokyo.

I congratulate the leadership of Turkmenistan and fraternal Turkmen people on the National Holiday – the 30th Anniversary of Permanent Neutrality.

I am truly pleased to meet you today at the ceremony marking the launch of major new generation capacities and the commissioning of additional facilities.

I sincerely welcome you at the Seventh Consultative Meeting of the Heads of State of Central Asia.

In recent years, we have been building a society in New Uzbekistan where the principle of “human dignity” is paramount, social justice is ensured, and the most vulnerable in our society are effectively protected.

It is a great honor and privilege for us that our Conference is being held, for the first time in the last 40 years, outside the UNESCO Headquarters — here in the ancient and ever-young city of Samarkand.
